Re Drugs.

On July 9th a Chinese was stopped by Revenue Officers as he came ashore with two wooden cases. On the contents being examined among some toya was found a tin containing about twenty-five ounces of cocaine of medium quality, which on analysis proved to be almost identical with two other seizures recently made from ships which had come from Japan. Enquiries showed that the two cases had been shipped by a firm called Jai Kei of Kobe. The man arrested gave an address at 8 Krai Wah Lane which was searched, among the papers found there were

sea encloure a number of addressed envelopes, specimens of which I attach.

There also cables to and from the same firm. The address perhaps should be communicated to the Japanese authorities through the usual channels.

From waxed paper already cut ready to be made into sall packets and a pot of gum in use, it appeared that the occupants of the floor had on former occasions put up something in small quantities, presumably drugs. The occupants who occupied the floor were appanently connected with Australia and U.S.A. in business, but nothing definite was discovered. They may have been engaged in the retail of cocaine in small packets through the post, since the packets were of the correct size to readily go into letter.
